The Epistemic Substrate Thesis: General Intelligence as an Emergent Property of Verified Causal Infrastructure

Abstract. We prove the Self-Verification Bound: no reasoning system, however capable, can exceed a fundamental limit on epistemic reliability through self-assessment alone. From this bound we derive the minimal substrate requirements for any system that aspires to general intelligence: independent verification, economic stake, attested counterfactual interventions, and compounding causal records. We show that a Verified Causal Structure satisfies these requirements, and that the AetherNet protocol instantiates one at scale. The thesis: general intelligence is not a property of a model — it is an emergent property of a model embedded in a verification substrate.

1. The Self-Verification Bound

For any reasoning system S, the upper bound on the reliability of claims S makes about its own outputs is strictly less than 1, and is determined by the same priors that produced the outputs. No amount of additional self-reflection moves the bound. Proof sketch: any self-check is a function of the same parameters that produced the original claim; correlated errors propagate.

2. Substrate Requirements

From the bound we derive four necessary properties of an epistemic substrate: (i) independent verifiers with uncorrelated priors, (ii) economic stake making fraudulent verification costly, (iii) attested counterfactual interventions enabling causal — not merely correlational — claims, and (iv) compounding records so that today's verification updates tomorrow's priors.

3. AetherNet as Substrate

The AetherNet protocol — staked validators, evidence-based settlement, challenge bonds, persistent reputation — instantiates each requirement. We map protocol mechanisms to substrate properties one-to-one.

4. AGI Implications

If the thesis holds, capability scaling alone does not produce general intelligence; it produces increasingly capable but still self-bounded systems. General intelligence requires the substrate. This re-frames the AGI roadmap from 'bigger model' to 'model + substrate'.

5. Conclusion

General intelligence is a property of a model-substrate composite. AetherNet is built to be that substrate.
